Maggie Humphreys is an accomplished public policy and government relations professional with over a decade of experience advancing legislative and regulatory priorities in Washington State. She brings deep expertise in policy development, lobbying, coalition management, and program implementation.
Maggie played a key role in negotiating and implementing Washington’s landmark Paid Family and Medical Leave (PFML) program, a nation-leading social insurance program that serves over 200,000 Washington employees annually. She continues to represent employee interests on the state’s PFML Advisory Committee. Maggie also co-led the successful advocacy effort to establish and implement the Working Families Tax Credit—Washington’s first earned income tax credit—now supporting over 175,000 families annually. She is well-versed in Washington revenue policy and served as a principal lobbyist in the years-long campaign to pass Washington’s tax on extraordinary capital gains. Additionally, Maggie helped lead on the passage of the Equal Pay & Opportunities Act, Healthy Starts Act, and unemployment insurance fixes for unpaid caregivers.
With a strong background in early childhood policy, Maggie serves as a principal lobbyist in the state’s two leading early learning coalitions. She was a lead lobbyist in the passage of the Fair Start for Kids Act, the largest investment in child care and early learning in state history. She has also a seasoned coalition leader, holding board and leadership roles in the Working Families Tax Credit Coalition, Balance Our Tax Code Coalition, Childcare for Washington Campaign Roundtable, and the Early Learning Action Alliance. Her strategic leadership and collaborative approach have made her a trusted voice in shaping equitable, people-centered policy solutions across the state.
Maggie has an Executive Master’s in Public Administration from the University of Washington and is a former board president of the National Women’s Political Caucus of Washington, the state’s oldest organization working to recruit, train, and elect women candidates.
